THE IMPACT OF RAILROAD TRANSPORT ON BULGARIA’S REGIONAL DEVELOPMENT
Summary:
The article presents a study on the impact of freight railroad transport on the development of Bulgaria’s regions assessed through sectoral and econometric analyses. The analyses are based on indices such as revenues from transport activity of the licensed railway operators by regions, number of staff in the companies, development of the transport infrastructure, and migration growth rate. Most of the publications in this field address the relationship between air and/or water transport and regional development while this study focuses on improving energy-efficient and environmentally friendly modes of transport, such as freight railway transport. Its importance is corroborated through a regression analysis, which shows that the internal migration in the country depends on the development and modernization of its railway infrastructure.

INFORMATION COMMUNICATION TECHNOLOGY TAXATION AND TAX EARNINGS IN A LOW-INCOME ECONOMY
Summary:
Over the years, information and communication technology has made its way into industrialized countries, and through technology transfer, it is also rapidly expanding in less developed ones. These technology advances provide distinct economic benefits to emerging countries such as Nigeria. Aside from market expansion, the advancement of information and communication technology has raised government revenue through the establishment of a specific fee on the revenues of corporations involved in broad technologically based operations. The primary goal of this research is to investigate the influen¬ce of national information communication technology development taxation on general tax income in Nigeria. This study covers a period from 2010 to 2019 using data gathered from OECD and FIRS statistics. The dependent variable is the total tax revenue and the predictor variables are the national information technology development levy (NITDL) or tax and trade openness. Using the regression analysis tool, the study finds that NITDL contributes positively and significantly to total tax income at 1% level of significance while trade openness contributes to tax revenue at 10% significance level. Both outcomes are significant and commendable. The policy implication is that the government should support all information communication technology growth in the country for more inflow of international business links and for tax revenue growth in the country. The study recommends stable power supply for effective application of information communication technologies such internet network, website developments and effective operations.

Divergence and Convergence in Global Development
Summary:
From a conceptual point of view, this research is dedicated to one of the most disputed problems in the methodology of contemporary intersystem transformations – systematic balance ambiguity, or the “divergence – convergence of global development.” From a compositional point of view, research on this topic has consisted of two main directions: (1) an analysis of global development asymmetry that has activated gravitational processes in geoeconomic space; and (2) a direction that focuses on the profound study of the causes for heterogeneity in geo-economic space and divergence in global development under the influence of gravitational factors of nature on the endog-enous-exogenous axis. Empirical analyses have revealed systemic determinants of gravitational processes in geo-economic space, a geo-strategic matrix of divergence in global development has been constructed, and Ukrainian geo-strategic positions in geo-economic space regarding the projection of problems in global intersystem transformations have been outlined. The hypothesis that the level of gravitational charge grows under conditions involving the deepening of global development asymmetries has been proved.

Summary:
The subject of this study is the correlation between road network and regional economic development in Bulgaria. The research hypothesis is based on the presumption that there is a positive correlation between the density of the road network and the regional economic development in Bulgaria. This article aims to analyse the relationship between regional GDP per capita (in BGN) and the density of same-class roads by province (in km.) by means of graphical correlograms.

ECONOMIC THEORY AND POLITICS OF REGIONAL DEVELOPMENT: ONE VIEW OF THE ORIGIN AND TRANSFORMATION
Summary:
Economic development, as the original (natural) aspiration and primordial need of every individual, as well as society as a whole, has its own regional aspect in addition to the national one, which, under the influence of numerous factors, always takes place and is realized as an uneven development. The unevenness of regional development is, therefore, constant, that is, its existence represents a general legality.
In conditions where development takes place as a spontaneous and not as a socially directed process, unevenness leads to the appearance of large regional differences. That is why there is a permanent need to study regional development, and this need is becoming more and more relevant every day. This is, first of all, the result of the fact that during many years of research it has been confirmed that regional development, due to its importance and impact on overall socio-economic flows, quite justifiably represents one of the central areas of interest of economic science. In addition, the topicality of the study of regional development is growing as a result of the emergence and presence of large regional differences in the economic reality of many countries, regardless of their level of development.
Over time, in accordance with changes in the global environment, socio-political, and on that basis, economic systems, the way of observing and understanding regional development has also changed. Starting from the above-mentioned positions, the goal of the research is to, based on relevant theoretical knowledge, look at the origin and development trends of the theory and policy of regional development.

BULGARIA’S COVERAGE WITH LOCAL INITIATIVE GROUPS – A SPATIAL ANALYSIS
Summary:
This research focuses on the innovative LEADER approach within the Common agricultural policy of the EU which is widely used for the decentralized and at the same time integrated development of rural regions in each member state. Theoretically, the LEADER approach is part of the endogenous theory of economic development and plays an important role in achieving the social, economic and now climatic aims as a specific European model of stimulating the inclusion of communities in local development. From a spatial point of view, the LEADER approach has been applied at the level of municipality or unified neighboring municipalities and/or neighboring settlements-part of a municipality/ies with a population between 10,000 and 150,000 inhabitants by local initiative groups (LIG). Bulgaria’s Program for the development of rural regions 2014–2020 adopts the national definition according to which rural regions are defined at the municipal level (LAU 1) and comprise the territory of 231 municipalities in which the largest town has a population of 30,000 inhabitants. The analysis of the spatial coverage of rural regions with LIG shows the negative effect of the admission of typically urban municipalities within the territories which receive funding through the LEADER network. To eliminate those inaccuracies in determining the policies for the development of rural regions, we propose and test variants to change this arguable, too streamlined and non-corresponding to scientific thought definition of a rural region.

Summary:
To accelerate Bulgaria's economic development taking into account the specific characteristics of their regions is a serious challenge for the local governments in the country. The ongoing political and economic changes require a reassessment of the country's economic development. The aim of this study was to analyse the disparities among Bulgaria’s regions (defined in accordance with the Nomenclature of Territorial Units for Statistics (NUTS)) by assessing the degree of economic, social and demographic chal¬lenges they face and performing a multivariate comparative analysis with sets of statistically significant indicators. The analysis clearly outlines the bounda¬ries of the regional disparities and the need to improve the country’s regional and cohesion policies.

SOLUTIONS AND PROSPECTS FOR ENSURING ENERGY SECURITY
Summary:
The article is an attempt for scientific justification and analysis, which aim to determine the role of energy policy for the decisions and prospects for development of the energy sector in terms of its influence, benefits and disadvantages. Therefore, its subject is the policy implemented in the energy sector, which is used as a tool to guarantee energy security. Its object is the European Union as a whole and our country - the Republic of Bulgaria – as one of its member states. To achieve these objectives, the authors have made a retrospective analysis of the principles of energy policy analysing in detail the use of the regulatory means, frameworks and mechanisms as instruments of the energy policy of the EU and the Republic of Bulgaria, which aim to guarantee their energy security.
The main focus is on the effect and effectiveness of the use of such tools from the point of view of the sectoral energy policy in terms of their implementation and impact on the current energy policy, the prospects for guaranteeing energy security, and the overall development of the energy sector.

CONDITION OF THE BANK LOAN MARKET IN BULGARIA
Summary:
While not all domestic businesses are growth-oriented, at some stage of their development they need capital to improve their competitiveness and adaptability to changes of their business environment. The access to affordable bank loans is crucial for the development of many Bulgarian businesses, which face increasing external and internal competition. This is due to the fact that there are virtually no alternative sources of financing in our country. The present study aims to present an analysis of the credit market in the country in view of the key importance of bank monetary resource, which is a major factor for strengthening the competitive potential of Bulgarian enterprises. The article presents an analysis of the domestic bank loan market in terms of the key importance of banks’ financial resource, which is a major factor for raising the competitiveness of the Bulgarian enterprises.
