Abstract
Nowadays organizations are increasingly striving to use knowledge as their main competitive advantage. That is why they are making a concerted effort to master the process of knowledge sharing, development and utilization. This is the surest way to deliver better products and services to their customers, to orient themselves faster and become more innovative, i.e. ‘learning’ organizations.
Becoming aware of the role of knowledge for the development of business and society as a whole has led to the emergence of the ‘Knowledge-Based Economy’ concept. This concept treats knowledge as a key factor on which economic growth is based. The idea was first launched in the “Knowledge-Based Economy” report of the Organization for Economic Cooperation and Development in 1996. At present this idea underlies the main document of the European Union – the Europe 2020 Strategy. The expectations are to achieve smart, sustainable and inclusive growth, i.e. to change the whole growth concept in which the conventional resources will be increasingly complemented by the ‘inexhaustible’ ones.
Knowledge management is one of the hottest topics in recent years, mainly because of the huge opportunities lying ahead for the organizations and the added value, which they can get as a result of adequate knowledge management. The role of knowledge management at the micro level is so broad and multilayered that it is hard to describe, therefore different authors see it from different perspectives.
This study is based on examining the opportunities which knowledge management provides to improve the efficiency of the planning function of municipal administrations, as well as to make recommendations for improving the knowledge management process in Bulgarian municipalities.
Knowledge management is viewed on the one hand, as a process which includes the acquisition, creation, conversion, transfer and accumulation of knowledge, and on the other hand – as a system in which the individual elements are interlinked.
